Robert Brannum is an Individual Mobilization Augmentee (“IMA”) in the United States Air Force Reserves. He was recalled to active duty pursuant to Article 2(d) of the Uniform Code of Military Justice (the “Uniform Code”), 10 U.S.C. § 802(d), which authorizes such recalls for a “member of a reserve component.” After the recall he was subjected to punishment under the code.
