This case came before the Supreme Court on a petition for certiorari by the petitioner-mother, Marilyn Seliga, seeking review of a decree entered in the Family Court terminating her parental rights to her son, Russell, born July 8, 1990. The petitioner did not file a timely notice of appeal, and her motion to file a “notice of appeal out-of-time” was denied. We issued the writ in response to the mother’s common-law petition for certiorari and issued an order directing the parties to appear and show cause why the issues raised should not be summarily decided.
