I. INTRODUCTION
Pending before the court are two motions filed by Percy Hogan, Jr. (“Hogan” or “plaintiff’): 1) a motion for leave to file an amended complaint (“Mot. to Amend” (ECF No. 14)) pursuant to Rule 15(a) of the Federal Rules of Civil Procedure, and 2) a motion to remand (“Mot. to Remand” (ECF No. 7)) pursuant to 28 U.S.C. § 1447.
