WINFREE, Justice.
I. INTRODUCTION
After the State of Alaska issued a plan for summer-use rules at Willow Lake, which the State operates as a float plane facility, a nonprofit corporation brought suit against the State and a float plane operator, alleging: (1) the State's plan was unconstitutional, improperly issued, and preempted by federal navigable water and aviation laws; and (2) the float plane operations created a public nuisance.
