Metzgar (Metzgar) (collectively, Constable) petitions for review from the order of the Secretary of the Department of Transportation (Secretary) that denied its exceptions and affirmed the Department of Transportation’s (DOT) order recalling certificates of title on two vehicles registered and titled in the name of the Office.
