MEMORANDUM ORDER

MELANQON, District Judge.

These actions are before the Court on the Magistrate Judge’s Report and Recommendation that the matters be dismissed because they are barred by the one-year limitation period included in the recent Anti-Terrorism and Effective Death Penalty Act of 1996 (AEDPA), Pub.L. No. 104-132, 110 Stat. 1214. See 28 U.S.C. § 2244. Both petitioners have filed objections. This Court reviews the Magistrate Judge’s determinations de novo. 28 U.S.C. § 686(b).
