This is.an appeal from the Circuit Court of Kanawha County’s order affirming the West Virginia Consolidated Public Retirement Board’s (hereinafter “the Board”) decision finding that petitioner was not previously eligible to participate in the Teachers’ Retirement System (hereinafter “TRS”) because she was not “regularly employed for full-time service” as defined by West Virginia Code § 18-7A-3 (1986).
