BOYLE, Justice.
In this appeal from a decision by the Canyon County Board of Commissioners, we are called upon to determine whether the Board of Commissioners properly denied St. Alphonsus’ application for medical indigency assistance to an indigent patient under the provisions of I.C. § 31-3504. 1 On July 18, 1986, Joseph Schoenfelder was injured in Canyon County and subsequently admitted to St. Alphonsus Regional Medical Center in Boise for emergency care.
