MANION, Circuit Judge.

Petitioner Theodore Bell, a former police officer, was convicted in Illinois state court of first-degree murder and aggravated discharge of a firearm. He appealed his conviction to the Illinois Appellate Court, which affirmed. He then filed a petition for leave to appeal with the Illinois Supreme Court, which was denied. Bell also filed a pro se petition for post-conviction relief in the Circuit Court. This too was denied, and the Circuit Court’s decision was affirmed on appeal.
