MEMORANDUM OPINION

Plaintiffs, five Medicaid recipients who reside in the District of Columbia, bring this action against the District of Columbia, Mayor Vincent Gray, and Julie Hudman, director of the Department of Health Care Finance (“DHCF,”) (collectively “defendants”).
