Relator William Tingley, III repeatedly filed claims alleging varying theories of liability—including liability under the False Claims Act and Michigan’s Hazardous Waste Management Act and liability for bank fraud, tax evasion, and money laundering—against a variety of defendants, all arising from the development of land by Berkey & Gay (“B&G”) furniture factory. After voluntarily dismissing his most recent suit, the district court imposed sanctions on Tingley for filing the litigation in bad faith. Tingley appeals. For the reasons discussed below,…
