Introduction
The federal Natural Gas Act authorizes the Federal Energy Regulatory Commission (FERC) to exercise jurisdiction, in relevant part, over “the transportation of natural gas in interstate commerce,” but not over “any other transportation ... of natural gas or ... the local distribution of natural gas....” 15 U.S.C. § 717(b).
