I. BACKGROUND1

Plaintiff Graham B. Spanier is a resident of the Middle District of Pennsylvania who from 1995 to 2011 served as the President of Pennsylvania State University (“Penn State”). (Doc. No. 1 ¶ 12.) In connection *526with the well-publicized criminal investigation and prosecution of former Penn State football coach Jerry Sandusky, the Office of the Attorney General of the Commonwealth of Pennsylvania summoned Plaintiff to testify before the Thirty-Third Statewide Investigating Grand Jury.
