FOSTER, Circuit Judge.

Appellee, the Shreveport Railways Company, operating a system of electric street ears in the city of Shreveport, La., brought suit to enjoin the enforcement of two ordinances of said city on the ground that they are unreasonable and oppressive, and the effect of their enforcement is to confiscate appellee’s property, in violation of the 14th Amendment of the Constitution of the United States. One ordinance complained of, adopted May 14, 1907, requires all street cars operated after 7 a. m. to be manned by two persons, a conductor and a motomeer. The other ordinance,…
