ROBERTS, Circuit Judge:
The Foreign Sovereign Immunities Act (FSIA) renders foreign states immune from the jurisdiction of the federal courts in many circumstances, but includes an exception for suits based on the foreign state’s commercial activity, if that activity “causes a direct effect in the United States.” 28 U.S.C. §§ 1604, 1605(a)(2).
