James A. Meade, a citizen and tax-payer of Cook county, filed- a petition against the board of review in the circuit court of that county for a writ of mandamus commanding it to assess the fair cash value of the capital stock of many corporations named in the petition, including the franchise and debt over and above the assessed value of the tangible property of such companies for the year 1926.
