Joseph Bianco (“Bianco”) owns a two-family house at 207-209 Ferry Street in Everett. He rents both units. One of the units is rented to Allison Graham and her elderly father Arthur Graham (“Grahams”). Bianco served a fourteen-day notice to quit on the Grahams on September 4, 2014. The notice to quit alleged that various rent payments for June, 2014, through September, 2014, had not been paid.
