The problem in this ease is of important concern to the effective administration of justice in the federal courts. At issue is the scope of 28 U. S. C. § 1404 (a), providing for the transfer of litigation from one Federal District Court to another. The main federal venue statutes necessarily deal with classes of cases, • without regard to the occasional situation in which a normally appropriate venue may operate vexatiously.
