I. INTRODUCTION
Before the court is Plaintiffs P. Bret Chiafalo and Levi Guerra’s motion for a temporary restraining order (“TRO”) and preliminary injunction (collectively, “preliminary injunctive relief’). (TRO/PI Mot. (Dkt. # 2).) Defendants in this lawsuit are three Washington State officials: Jay In-slee, in his official capacity as Governor; Bob Ferguson, in his official capacity as Attorney General; and Kim Wyman, in her official capacity as Secretary of State (collectively, “the State”).
