RIPPLE, Circuit Judge.
■The Illinois State Board of Elections (“the State” or “Board of Elections”) appeals a district court decision ordering it to pay attorneys’ fees and costs to the defendant-intervenors in a voting rights suit. In the underlying action, Illinois voters had sued the State for injunctive and declaratory relief on the ground that a map of congressional districts adopted after earlier, related litigation violated their constitutional rights.
