The petitioners are engaged in the processing of corn into starch, syrup, dextrose, animal feed and corn oil. They file petitions for direct review of three distinct groups of regulations 1 promulgated by the Administrator of the Environmental Protection Agency under the Federal Water Pollution Control Act Amendments of 1972. 33 U.S.C. §§ 1251 et seq. 2 The regulations relate to the “Corn Wet Milling Subcategory” of the “Grain Mills Point Source Category,” and consist of:(1) Standards of performance for new plants, promulgated under § 306(b);(2) Pretreatment standards…
