Defendants Wallace Wilkinson, Governor of the Commonwealth of Kentucky; Martha Layne Collins, former Governor of the Commonwealth of Kentucky; John Wiggin-ton, Secretary of the Corrections Cabinet of Kentucky; George Wilson, former Secretary of the Corrections Cabinet of Kentucky; and Dewey Sowders, Warden of Northpoint Training Center (collectively “appellants”) appeal from the district court’s April 3, 1989 order awarding $2,963.55 in attorney’s fees to counsel for Anthony Crabtree (“Crabtree”) under the Civil Rights Attorney’s Fees Award Act of 1976, 42 U.S.C. § 1988.…
