Dean Nasca (“Plaintiff’) commenced this action pro se against the County of Suffolk, Police Officer Michael Conklin, Peter Frank, William G. Ford, and John Does 1-10 (collectively “Defendants”) in connection with a series of incidents which began when Plaintiff was issued a traffic summons for failure to wear a seatbelt in violation of New York State Vehicle and Traffic Law § 1229-c(3).
