BACKGROUND

Plaintiff William Katz brought this action pro se under various civil rights statutes alleging deprivations of his constitutional rights. This Court has previously rendered three opinions in this action, the first directing plaintiff to supplement his complaint with a more specific factual basis, Katz v.
