This litigation was instituted in August 1977, pursuant to Art. Ill, §2, cl. 2, of the United States Constitution and 28 U. S. C. § 1251(a)(1) (1976 ed.), by the presentation to this Court of a motion by the State of Georgia for leave to file a complaint against the State of South Carolina. The suit wasthe culmination of a prolonged dispute between the two States over the location of their boundary along the lower reaches of the Savannah River (that is, downstream from the city of Savannah) and at the river’s mouth.
