Plaintiff, Cathy Zion, filed this federal tort action against the United States, the United States General Services Administration (collectively, “GSA”), and United States government employees after she was injured at a federal government office building. The United States substituted itself for the two government employees as the proper party liable pursuant to the Federal Tort Claims Act, 28 U.S.C. §§ 1346(b), 2671-2680 (“FTCA”).
