KAUGER, Justice.

The questions presented on appeal are whether the Board of Regents of the University of Oklahoma is insulated from tort liability because of the doctrine of sovereign immunity, whether legislative authority to purchase liability insurance results in a waiver of the Board’s immunity, and whether denial by this Court of a writ of prohibition is a prior judicial determination of the questions.
