PUTNAM, Circuit Judge.

This is a petition by the United States for the condemnation of lands in the town of New Castle, alleged to be “needed for the site, location and construction of an artillery post for the use of the war establishment of the United States.” The petition is signed in behalf of the United States by the Attorney General, and contáins a-proper representation that what is sought to be condemned is, in the judgment and opinion of the Secretary of War, needed for .the purposes we have stated, and that in his opinion it is necessary and advantageous for the United States to…
