GALLAGHER, Associate Judge:

This case was brought here upon the petition for review of the decision of the Director, Department of Motor Vehicles, District of Columbia, revoking petitioner’s operator’s permit. 1 Because the administrative proceedings had serious procedural infirmities, we must remand.
