Six lobbyists have brought this civil action to contest the constitutionality of a provision in Wisconsin’s lobby law, specifically Wis. Stat. § 13.625(l)(b), to the extent that it interferes with their First Amendment right to volunteer unpaid personal services to candidates for elected office. They seek declaratory and injunctive relief pursuant to 42 U.S.C. § 1983.
