Petitioners Boulder Airporter, Inc., and American Limousine Service, Inc., (collectively “Airporter”) 1 seek review of the district court judgment affirming respondent Public Utilities Commission’s (PUC) decision to grant respondent Rocky Mountain Shutt-lines, Inc., (Shuttlines) a Certificate of Public Convenience and Necessity (certificate). We affirm the district court’s judgment.
