(after stating the-facts). As we have already seen, by special act of the Legislature, an improvement district comprising the whole of the territory of the town of McGrehee was created by the Legislature of 1911, for the purpose of constructing and maintaining a system of waterworks and electric lights for said town. For the purpose of constructing the improvement the commissioners of the district were authorized to issue bonds not to exceed $30,000.
