OPINION

HAMILTON, Circuit Judge.. This appeal represents the latest in a series to come before the court stemming from a dispute over cable franchise rights in Char-lottesville, Virginia. In this appeal, defendant/appellant, Charlottesville Quality Cable (CQC), contests the magistrate judge’s determination, following a bench trial, that it was civilly liable for statutory conspiracy, see Va.
