This declaratory judgment action was commenced to determine whether plaintiffs, Officers of the New York City Housing Authority Police Department (HAPD), and residents of the State of New Jersey, may properly be denied veteran’s credit for purposes of promotion on the ground that they were not residents of New York State at the time the promotional list was established.
