Plaintiffs appeal from the district court’s dismissal of their complaint seeking injunc-tive relief to set aside the transfer of their real property at a tax foreclosure sale. Plaintiffs sought to enjoin the enforcement of Sections 141.210 through 141.810 of the Revised Statutes of Missouri1 and further sought a declaration that the statutes violate the due process clauses of the Fifth and Fourteenth Amendments to the United States Constitution by providing for the taking of property without proper notice to the property owner. Defendants claimed notice by publication was sufficient.…
