Plaintiff Coalition for a Sustainable 520 (“the Coalition”) brings this petition for review pursuant to the Administrative Procedures Act, 5 U.S.C. §§ 702, 704, and 706, asking the Court to review a Final Environmental Impact Statement (“FEIS”) and Record of Decision (“ROD”) made by defendants.
