Allegheny Ludlum Corporation (Employer) petitions for review of an adjudication of the Workers’ Compensation Appeal Board (Board) affirming the decision of a Workers’ Compensation Judge (WCJ) to grant fatal claim ' benefits to Kimberly Hines (Claimant) for the work-related death of her husband, Daniel Hines (Decedent). Decedent was killed when he was struck by a drunk driver while walking on a public sidewalk towards the plant gate to report to his shift.
