MEMORANDUM AND ORDER
YOUNG, District Judge.
The plaintiff Daniel Wrona (“Wrona”), a resident of Massachusetts, brings this action seeking review of the August 29, 1989 denial by an Administrative Law Judge of his request for supplemental security care and disability insurance benefits. The Appeal Council of the Social Security Administration, in a letter dated December 26, 1989, refused any further review of Wrona’s application.
