Paul D. Hopkins (Hopkins) petitions for review of an order of the Public School Employees’ Retirement Board (Board) that denied his request to purchase retirement credit for service rendered as a teacher at the Delaware Department of Correction’s Stevenson House, a juvenile detention center.
