Petitioner, the vice-chair of the Sullivan County Republican Committee, filed affidavits with the Sullivan County Board of Elections (hereinafter the Board) in October 2013 challenging the eligibility of 29 registered voters in the Town of Cochecton, Sullivan County on the basis that each was not a resident of the Town within the meaning of the Election Law (see Election Law § 5-220).
