The plaintiff, Forest County Potawatomi Community, a federally recognized Native American tribe located in Crandon, Wisconsin, filed ten requests, pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C, § 552, for information relating to a competitor tribe’s unsuccessful application to open a- gaming establishment.
