Plaintiffs, various individuals who allegedly suffered on-the-job injuries while working for the U.S. government, started this case on July 1, 2013. At the beginning, plaintiffs alleged that defendants violated the Freedom of Information Act ("FOIA") by failing to fully release information related *1114to referee physicians and claimants involved in workers compensation cases.
