The appellant, Wilson, brought this suit against the Reeves County water improvement district No. 1 (hereinafter referred to as the water district), the five individuals composing its board of directors, also A. C. Schreyer and others. The legation presents a controversy over the use of the waters of Toyah creek for irrigation purposes. The plaintiff is the owner of land riparian to the creek.
