*225This case involves a small claims action against a corporate subsidiary of a public authority. The de novo proceeding contains both procedural and factual issues which need resolution. The pro se plaintiff brought this action seeking a judgment for damage to his 2002 Dodge Neon in the amount of $1,401.40 as a result of a motor vehicle accident involving a bus owned and operated by the Regional Transit Service, Inc.
