BRYANT, Judge.

*263 Where the record provided substantial evidence to support the trial court's findings of fact and the conclusions of law, we affirm the Administrative Law Judge's (ALJ) final decision. Where the ALJ lacked *264 authority to award back pay and attorney's fees, we vacate the portion of the final decision to award back pay and attorney's fees.
