This matter comes before the court on cross-motions for summary judgment. The plaintiffs, Farm Credit Bank of Texas (“FCB-Texas”) and others, 1 seek a declaratory judgment that a regulation (“the Final Rule”) promulgated by the defendant, the Farm Credit Administration (“FCA”), is invalid.
