FINDINGS OF FACT AND CONCLUSIONS OF LAW

I. INTRODUCTION

The. following Findings of Fact and Conclusions of Law underlie the Court’s decision on the merits of a class action challenging the legality of conditions of confinement for prisoners held in administrative segregation — hereafter referred to as “segregation” — in the California State Prison at San Quentin (“San Quentin”) and the California State Prison at Folsom (“Folsom”). 1 The lengthy history of the litigation was recounted in some detail, in connection with the preliminary injunction entered in this case…
