I am writing in response to your request for an opinion as to whether the Town of Collins may regulate parking at a State psychiatric center located within the town.

As stated in your letter, the Gowanda Psychiatric Center is located within the Town of Collins. The Psychiatric Center is seeking to alleviate its parking problem by having its security officers issue parking tickets to those automobiles illegally parked in its lot.
