On July 15, 2016, we granted judgment on the administrative record in favor of plaintiff in this post-award bid protest. Starry Assocs., Inc. v. United States, 127 Fed.Cl. 539 (2016). Starry Associates, Inc. (“Starry”) protested the Department of Health and Human Services’ (“HHS”) decision to cancel a solicitation after the agency lost Starry’s protest at the Government Accountability Office (“GAO”).
