This appeal is from a conviction that arose out of events transpiring in the context of contract negotiations between officials of the Commonwealth of Pennsylvania and CTA, Limited (“CTA”), a California corporation that specialized in recovering overpaid Social Security taxes (“FICA”) for *1485businesses and their employees.1 Appellant Robert B.
